Under level 3 dealers can transact business, but if staff can work from home they should, and customers must not enter the premises.

Vehicle handovers must be made in a contactless way.

Contact tracing measures must be in place.

For service departments, there must be no contact with customers. Again handovers should be made in a contactless way with appropriate sanitisation measures taken.

Under level 2, businesses can open, staff can be at work if needed, however contact tracing measures should be in place, social distancing should be practiced and sanitisation measures should be in place.

More information is available from the official Unite against COVID-19 website.
